As of counsel and head of the regulatory and urban planning law department at Devesa, Horacio Alonso combines the practice of law with university teaching.
He has extensive experience in the defence of all kinds of matters before the contentious-administrative jurisdiction, in which he has acted as an appointed lawyer for various local entities and public companies, as well as advising on the drafting of all kinds of urban planning and management instruments.

- Diploma in Spatial Planning from the University of Valencia and Expert in Public Procurement from the University of Deusto.
- Practising lawyer since 2003.
